Minutes of Board of Directors Meeting
July 20, 2004

Board Members Absent: Elliot Simon
Guests Present: None
Bill Ramsey called the meeting to order at 7:10 PM.
Minutes:
(1) Don Orser presented the minutes for the June 15, 2004 BRACA Board meeting and they were approved.
Treasurer’s Report: Randy Davis.
(2) For the period June 16 through July 20, 2004, the combined money market and checking account balance as of this date is $20,678.48 reflecting disbursals totaling $1684.24 and deposits of $2116.67 for a net gain of $432.43 for the period. The Administrative Fund is approximately $3500. (Note that this is an interim report and that a full report for the two-month period June 16-August 17, 2004 will be given at the next Board meeting.)
(3) Four of the six writs of execution were served, with two of the four parties making immediate cash payments to the Sheriff’s Office. The Sheriff will give the money to BRACA’s attorney who will forward it to us.
(4) The Road Accounts of the Erickson, Pennington and Hastings Estates and Kenny Williams was discussed. These will be reviewed as BRACA’s records may not be up to date.
(5) Randy has written a letter, a draft of which was handed out to BRACA Board members, to be sent out to all those who are in arrears for year 2004 road fees. After some discussion, it was decided to send it as written and Bill Ramsey, as BRACA President, will sign it.
Committee Reports:
Roads Committee: Fred Horning Reported.
(6) The hydraulic pump for the Ford truck dump lift is still not fixed and will cost about $1000 to replace and labor will be something like $500. Fred will contact Shenandoah sales to see what the holdup is.
(7) Several bad roads were discussed, including the lower loop of Long Leaf where the lack of ditching has allowed the water to erode the road.
(8) Bill Ramsey reported he has had Kenny Williams work on several road sites including Pear Tree and Dey Drive in front of Joe Rivers Cabin. Additionally, John Bates has repaired and cleaned out the culvert on Red Oak which had washed out very badly.
(9) The damage to the blacktop adjacent to Mark Smith’s building projects was discussed and Orser was asked to write a letter to Smith placing in writing Smith’s verbal agreement given Orser to repair the blacktop when he paves the driveways to the completed houses this fall.
Legal Committee: Bill Ramsey reported.
(10) Randy will mail out most current file of those in arrears for 2004 road fees to Peter Pentoney in order to initiate Court complaints.
(11) Orser has a draft of a letter to real estate agents and closing attorneys telling them of our road fees and BRACA contacts and will have it at the next meeting for Board approval.
Architectural Review Committee: Don Orser Reported
(12) Orser handed out copies of the Jefferson County Commission’s ordinance regarding ATV’s on State roads. It provides for homeowner associations to petition the County Commission for an extension of the County ordinance to include roads in the requesting subdivisions roads. After some discussion, Orser agreed to draft such a petition as a basis for further discussion.
(13) New construction: Marilyn Pinson has started a new residence on Woodlawn but has not obtained a permit yet and only clearing and excavation has been performed.
(14) Brian Dearie has obtained a permit for and built a small 12` by 22` storage shed on his cleared lot on Great White Oak in anticipation of building a residence.
