Minutes of Board of Directors Meeting
May 18, 2004

Board Members Absent: Fred Horning
Guests Present: Eddy Pauls, Bill King
Bill Ramsey called the meeting to order at 7:10 PM.
Minutes:
(1) Don Orser presented the minutes for the April 20, 2004 BRACA Board meeting and they were approved.
Treasurer’s Report:
(1) Elliot Simon presented his report for the period April 21 through May 18, 2004: The combined money market and checking account balance as of this date is $19,096.26, reflecting disbursals totaling $29,127.32 and deposits of 3208.10. Some $25,241 of what was spent was to D. Williams paving and $2400 for culverts. The Administrative Fund is $3925.88. Accounts receivables are down to $36,280.21, some $3187 having come in from road fee billings.
(2) The account balance was discussed as this must last through the rest of this year. Truck payments will be about $3000 and this together with other mandated expenses will not leave much discretionary funds.
(3) The Perinis situation is still outstanding and Orser will attempt to find original judgements.
Committee Reports:
Roads Committee: Walter Lipka Reported.
(4) Invoices have been given to Elliot for ten 20’ culverts that have been delivered and for CR-6 gravel delivered by Rolling Smoke.
(5) Walter noted the chunk of blacktop that was scraped out of the new paving in front of Mark Smith’s building sites on Persimmon Pear. Orser has taken pictures and will talk to Mark Smith, the builder, about repairing.
(6) The culvert installed on Persimmon Pear in front of the Carbaugh’s by Lipka and Orser has not been paid for.
(7) Walter noted the need for a culvert on Red Oak. Orser said he had cleared the culvert and put in shale fill several years back and that the culvert was now plugged again with leaves and mud and had overflowed washing out the road. He further stated we should find someone who lived nearby to agree to keep it cleaned out before putting in a new culvert.
(8) The need for a culvert on River View Drive across from Ron Linton's residence was discussed. Ron has been active in helping to maintain River View Drive and Orser volunteered to put the culvert in as Ron would keep it cleaned out.
(9) Walter has taken the hydraulic pump off the dump truck and taken it into Shenandoah Truck Sales and Service on Halltown Road for repair.
(10) Walter is planning to leave for his residence in Tennessee on or about June 6. Walter will be greatly missed for his services to the Blue Ridge Acres roads. The BRACA Board thanks him for all his help. T H A N K Y O U W A L T E R A N D G O O D L U C K!!
Legal Committee: Bill Ramsey reported.
(11) Bill brought up the issue of the Herb Mason auction and the Robert Merrill foreclosure. Orser has spoken to the respective auctioneer and buyer (James Riner) to make sure they are aware of the arrears road maintenance fees. (Pentony is supposed to have filed a Lis Pendens but we have not yet received a copy.)
Architectural Review Committee: Don Orser Reported
(12) Four new homes are under construction: (1) Arbuthnot’s new residence on Blue Ridge Loop has just been completed. (2) David Hathaway is building a spec house on three lots on Maple Ridge and has agreed to do some culvert work going across the road in front of the house. (3-4) Mark Smith Homes is building two spec houses at the top corner of Persimmon Pear and will need driveway culverts.
(13) Still no response from Lee Scanlan regarding her deteriorating cabin on Dey Drive and the arrears account.
(14) Property Transfers: There have been two residence property transfers since the last report: Lloyd and Keara Fink's residence to James and Pamela Vollmerhausen and Marc and Linda Wilson's rental on Dey Drive to Paul Errett.

(15) Eddy indicated that Sue had taken a new job and had very little time to devote to the web page, but would continue to try to catch it up.
Old Business:
(16) The lost key for the bulletin board was discussed. It was suggested that John Kincaid might have one and Randy, who has volunteered to maintain the board, will contact him.
New Business:
(17) Walter asked the Board if they were interested in selling the grader and offered $2000 for it. After some discussion, including the facts that it is locked in second gear, the turnstile is out of alignment and the clutches need replacing, the Board voted unanimously to accept Walter’s offer.
(18) Bill King brought up the issue of getting control of the ATVs. The Board agreed that as owners of the private road we had the right to control usage, but first needed to put into writing specific rules, regulations and penalties. This will be taken up at the next Board meeting.
(19) The meeting was adjourned at 8:57.
