Minutes of Board of Directors Meeting
April 20, 2004

Board Members Absent: None
Guests Present: None
Bill Ramsey called the meeting to order at 7:14 PM.
Minutes:
(1) Don Orser presented the minutes for the March 16, 2004 BRACA Board meeting and they were approved.
Treasurer’s Report:
(1) Elliot Simon presented his report for the period March 17 through April 20, 2004: The combined money market and checking account balance as of this date is $45,015.48. However, this does not include payments due D. Williams Paving for their work on Persimmon Pear etc. The Administrative Fund is just under $3000. Approximately $9800 of the year 2004 road fee billings have yet to come in.
(2) The form of the Treasurer’s Report was discussed and Elliot Simon offered to provide a “Cash Flow Summary”, rather than the more correct but confusing “Accrual Statement Summary”. The cash flow statement will indicate the income, expenses and cash on hand for the month covered, typically from the time of the previous report.
(3) The Perinis situation was briefly discussed and Orser will attempt to find original judgements. This is still an outstanding situation as of 5/18/04.
(4) The insurance underwriter has requested information regarding BRACA vehicle usage.
(5) Correct billing addresses for several lots were discussed including Nehls, Meeker, Murdock and Mai. Nehls address is to be changed from a DC address to BRA. Orser has purchased the tax liens on Murdock and Mai and has a 2003 deed for Meeker. (See (14) below under legal for resolution of this latter issue.)
Committee Reports:
Roads Committee: Fred Horning Reported.
(6) Approximately 29 tons (four loads) of CR-6 was put on Red bud Lane and Woodlawn Drive.
(7) The need for a culvert on Persimmon Pear in front of Hendricks residence was discussed. The recommendation was that we wait until after paving is completed to put this in.
(8) Walter Lipka and Orser took pictures of the culvert crossing Persimmon Pear in front of the two Mark Smith homes being built with the intent of making sure this is left in a manner that will not cause a future problem.
(9) Walter indicated he needed two feet of ditching adjacent to a utility pole on Chestnut Place.
(10) The issue of culverts was discussed. Randy motioned and Fred seconded a motion to purchase ten 20' culverts and the motion was passed. Ten culverts is the minimum for free delivery.
Legal Committee: Bill Ramsey and Randy Davis reported.
(11) Elliot Simon, Randy Davis and Don Orser met with Peter Pentony of Nichols and Skinner, on March 24, 2004. Pentony is proceeding to file five collection actions in Magistrates Court. There is still some eight names having conflicts with past work Nichols and Skinner has done.
(12) Pentony will file Lis Pendens (pending court action) for Herb Mason and Robert Merrill so that we can collect at settlement.
(13) Paragon Title has indicated they need a (William’s (?) judgement) release from the BRACA. It appears that the judgement has been paid and it was recommended that Bill sign the release if Paragon provides the release form.
(14) The issue of Julie Meeker’s road fee judgement was discussed together with the Orser’s purchase of the Mai and Murdock tax liens. It was mutually agreed that Orser will pay the prorated year 2003 tax bill for Meeker ($78.75) and will pay the $45 for each of Mai and Murdock with the understanding he will be reimbursed if these are redeemed, for a total of $128.75, and otherwise will pay all road fees once a deed has been issued as in the past
(15) Orser purchased the tax lien in 2001 and noticed the BRACA and a tax lien deed was issued to Orser, which sloughed of the BRACA’s judgement. The alternative was for the BRACA to redeem. Orser has paid road fees on tax lien lots once he has a deed.
Architectural Review Committee: Don Orser Reported
(16) Walter and Don took pictures of the culvert crossing Maple Ridge in front of the residence being constructed by David Hathaway. The excavator has caused the the outlet side to pond and this must be corrected to keep the culvert from being filled with sediment. Orser will contact him about the situation and request corrective action.

(18) Randy offered to maintain the Civic portion of the Civic/Club bulletin board if a key could be found. Orser thought he had a key.
(19) Randy handed out professional looking updated BRA Directories and Lot Map Directory.
(20) Randy indicated he would like to produce a newsletter and solicited the BRACA Board for items to include.
(21) Orser brought up the issue of the blade for the tractor being only six feet long and was about useless for ditch grading and road crowning as the tractor wheels are wider than the blade when angled at 45 degrees.
(22) The meeting was adjourned at 8:55.
