Board Guest Policy Resolution
BLUE RIDGE ACRES CIVIC ASSOCIATION, INC.

At the Blue Ridge Acres Civic Association (BRACA) Board meeting held April 17, 2001, the following resolution was adopted by unanimous vote of the Board of Directors present:
OPEN BRACA BOARD MEETINGS POLICY
BE IT RESOLVED that the “closed Board meeting policy” adopted by the BRACA Board on November 15, 1997 is hereby rescinded and henceforth all BRACA Board meetings, regular or special, at which BRACA Business may be conducted are open to any general member (Guests) pursuant to the BRACA bylaws and additionally the following conditions:
1. A Guest may not voice their comment or opinion while the Board is in session unless one or more Board members ask them to do so.
2. At the conclusion of any formal meeting and before adjourning, any guests present are to be solicited by the Board for any comments they may wish to direct to the Board, which comments are on the meeting record.
3. The Board may go into executive session, to the exclusion of some or all Guests present at any time by motion and affirmation by the Board to do so with respect to one or more named specific subjects. The BRACA Board reserves the right, when it is in the best interests of the Community, to keep executive sessions confidential.
4. Any Actions (motions and vote) taken by the Board while in executive session are to become part of the written record within thirty days following or at the next regularly scheduled meeting, which ever occurs first, or they become null and void.
5. The Board and any individual Board member reserves the right to meet with any other Board member(s) in informal session at any time or at any place of their choosing. However, any business conducted at such a meeting does not have the authority of the BRACA until such time as the Board of Directors adopts the same at a regularly scheduled or special meeting at which this resolution applies.
6. The BRACA Board affirms that they are Volunteer Trustees of the Blue Ridge Acres Community’s property and rights-of-way and as such actively encourage the presence and participation of Guests at BRACA Board meetings to the end that all needed business concerning the Community’s roads is conducted in an orderly and efficient manner. The Board encourages the Community to voice their concerns, opinions, information etc. in writing directed to the BRACA Board.
